From Curiosity to Control: Finance-Led AI Readiness in Local Government

AI is already becoming part of local government operations, often through tools employees use every day. Municipal leaders are now being asked not only whether their organizations are using AI, but whether that use is secure, responsible, and defensible.

Presented at the 2026 GFOABC Annual Conference, this session explored the role finance leaders can play in helping their organizations move from informal experimentation toward greater visibility, governance, and accountability.

The discussion focused on practical questions facing municipalities today: Where is AI already being used? What organizational information can it access? What policies and controls should be in place? And where can AI safely reduce manual work without creating unnecessary risk or cost?

Rather than concentrating on future speculation, the session provided a practical framework for beginning with lower-risk, human-reviewed uses inside existing platforms such as Microsoft 365.

What delegates took away

  • Why AI readiness begins with data clarity, access controls, policies, and staff awareness — not the purchase of another tool
  • How to identify informal or unsanctioned AI use before it creates privacy, accuracy, or accountability concerns
  • A practical framework for explaining AI use to senior leadership, council, auditors, and the public
  • Examples of lower-risk AI applications, including summarization, first drafts, internal information access, approvals, and workflow support
  • Why AI should support municipal work while people continue to review, approve, and remain accountable for final decisions
  • A simple readiness check to identify the first governance or operational gap that should be addressed
